Goats: Place all 20 goats on empty intersections, one at a time. Goats can move along the lines only after all goats have been placed.

Tigers: Move along the lines to an adjacent empty intersection, or jump over an adjacent goat to an empty intersection to capture it.

Win: Goats win by trapping all four tigers so they cannot move. Tigers win by capturing five goats.
